Foundation's Statute I | Foundation's Statute II

By means of Decree 73/2001, dated 24 April (Basque Official Gazette no. 86, of 8 May 2001), the Basque Government agreed to introduce higher music studies as from the 2001-2002 school year. Article 1 of the said Decree establishes that: “As from the 2001-2002 school year Higher Music Studies will be progressively introduced to the Basque Autonomous Community in accordance with the General Guidelines for the Education System.”

According to this mandate, on 2 May 2001, the Basque Government agreed to constitute the Private Foundation for the Higher School of Music of the Basque Country, the object of which is to promote, on a not-for-profit basis, initiatives and activities related to the teaching of music, entrusting this Private Foundation with the creation of the Higher School of Music of the Basque Country, the central office of which would be located in Donostia-San Sebastian.

The PRIVATE FOUNDATION FOR THE HIGHER SCHOOL OF MUSIC OF THE BASQUE COUNTRY, musikene, has its own, independent legal status and stipulations and is governed according to the applicable legal regulations, in particular, of Act 12/1994 of 17 June, related to Foundations in the Basque Country, of Decree 404/1994 of 18 October, approving the Regulations of organization and operation of the Protectorate, and of the Basque Register of Foundations.

The Foundation is principally funded by the subsidies received from the Basque Government - Eusko Jaurlaritza, and by the amounts paid by students enrolled at the Higher School and by any other legally valid contributions.

While governed, administrated and represented by the Board, the Foundation nevertheless has the right to delegate to other Foundation bodies or staff the functions permitted by the law, in practice vested in the figure of the General Coordinator, who, by means of the appropriate authority, represents the Foundation and implements a large part of its competences.

The requirements of entrance to the Higher School of Music of the Basque Country, musikene, are those established in the currently existing regulations on access to higher music studies, with no discrimination of any kind for reasons of birth, sex, creed, religion, opinion or any other personal or social condition or circumstance.

Likewise, the cost of enrolment for regulated studies at musikene is established according to the credit system applicable to the providing of academic university services.
